In the 1.0 beta version of the manual, ranged attacks were not explicitly addressed. This is largely because we intend for game masters to govern the rules in their own way, not the way we dictate.
As a general rule of thumb, ranged attacks are treated just as regular attacks. Attack, dodge, defend. Ranged attacks, however, may be attempted from further away. Since character location and NPC location must be governed and tracked by the game master, it is up to him or her to determine if the target is in range. Also to be noted are obstacles that may be blocking the attacker's line of sight.
As a role-playing system driven by story telling, one must use common sense and logic to determine if a ranged attack is possible. This also applies to ranged spells, special attacks, etc...
